I have attached a proposal/work plan the City has requested from AECOM (Markham) to complete the first phase of the proposed study (the rationale for completing the study is provided in section 1. of the proposal: Understanding of the Assignment, and I won’t repeat that here). Upon review of the background information, we have decided to complete the study in two phases. The first phase of work will be limited to a performance review of the Beaver Pond SWM facility. The purpose of proceeding in a phased manner is to confirm in advance whether there exist any constraints to expanding the natural drainage area to the facility from the perspectives of water quality and flood control. Should any such constraints be found to exist, this may limit the range of SWM alternatives to be evaluated in the second phase of the study, i.e., the required scope of work for phase 2 of the study (the range of SWM alternatives to be evaluated) will be confirmed only upon completion of phase 1. There will be an Open House at which the results of the phase 1 work will be made available for the public to review and comment upon, but please let me know if you have any questions or concerns at this point.
